Encountering 'zero-dollar purchase' thefts, the normal procedure is for the shopkeeper to activate the CCTV, zoom in and slow-mo the footage, then shut down the store. When the thief wants to leave pretending to pay, we check her bag or clothes.
Even after stealing something, they deny having taken anything. Acting calm, they let us inspect their belongings. When we find a jar of cream in their bag claiming it's not from our store, but our company's label is clearly on the packaging.
Every day, the shopkeeper and staff are catching thieves, so 'zero-dollar shopping' is tough at our place.
For thefts that amount to less than $1,000, the thieves don't have to go to jail or face legal consequences. The police are helpless against them, perhaps this is why they are getting bolder. My colleague advised me to keep my mobile phone in my chest (now I understand why foreigners often keep their phones tucked in their chest), or in my waistband! It's easy to lose it if you keep it in your clothes or trouser pocket, and it can be snatched easily if you're holding it (that's why there are few 'head-down' people seen on the street). Now, I walk briskly.
